ACTUAL BEHAVIOR

Student's Past Packaging Information is no longer in SFP
There is a student who has packaging history since 06/23/2023. However, on the SFP Packaging screen, there is only one version of the packaging. We don't know what happened to the older packaging versions.
EXPECTED BEHAVIOR
-----------------------
The packaging UI should show all historical packages.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to SFP
2. Search for a student.
3. Go to Student, Packaging
4. There is only one packaging version.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot rely on the packaging UI to accurately show all packages.
