CreatePolicy Attached Business Rule Is Not Working As Expected

Symptoms
ACTUAL BEHAVIOR
---------------------
When COPYSOURCE="Yes" is used in CreatePolicy Business Rule, it does not Copy the Source Policy Values to the New Policy. The override values defined in the BR are copied but those that are not overridden are not. If there are default values set in the Policy Screen, then the default values are used for the Policy Fields that are not copied over from the Source Policy (blank if there is no default).
Expected Behavior

The values defined in the BR that are not overridden should be copied as well..
Steps to Replicate
-----------------------
1. Create a contract with Contract Number ######## and Plan - Growth and Guaranteed Income.
2. Create Role in Maintain Roles.
a. Notes on the roles that are required.
b. Owner and Primary Annuitant are the same client.
c. Joint Annuitant and Payee are the same client.
d. For Joint Annuitant please select Spouse for Relationship To Owner/Annuitant.
e. You can use any legal address for the roles.
f. For Date of Birth use 01/01/1950 for all roles.
g. In this example for the Payee Role the Role Address is not required.
3. Create Segment – hit Calculate.
4. Create Activities including Initial Premium Transactions.
5. Process the Initial Premium transaction.
a. Setup Issue for 01/01/2010.
b. Issue Effective Date: 01/01/2010.
c. Please use default values for the rest of the fields.
6. Process the transactions that are spawned by Issue.
7. On 04/01/2010 add DivorceClaimPending and process it.
a. Set Processing Stage to Paper Work Received.
b. Set all other radio buttons to No.
8. On 04/15/2010 add DivorceAccumulation transaction.
9. Process all the transactions.
a. For analysis the same parent and shell contracts were created in two different OIPA versions.
