User Permissions Issues on Billing Care CN (Doc ID 3003466.1)

Goal

For testing the Billing Care (BC) read-only profiles, one has created the user “bc_read” and group “ReadOnly CSR” in the yaml file and assigned the group to the user.  The system-jazn-data.xml file has a read-only policy defined with the same name “ReadOnly CSR”. 

After redeploying all the BC pods (bc_deployer, bc_adminserver, bc_managed servers), the user “bc_read” can sign in. However, the user bc_read was able to create account. But the whole idea is to establish a read-only profile for some users in BC.
