Symptoms

Rating is impacting on Service Level Balance group only instead of both (Account level and Service )

When we are making usage we have aggregate discount to aggregate the usage in a non-currency counter. Rating is impacting on Service level balance group only instead of both (Account level balance group and Service level Balance group).
