After Upgrade to ALM 8.0.7.8, GAP IRR Financial Elements 660, 661, 670 Are Not Output in RES_DTL and CONS_DTL tables (Doc ID 3006187.1)

Symptoms

On ALM 8.0.7.8.0, all GAP Financial Elements ID 660, 661, and 670 are not being output in RES_DTL or CONS_DTL tables.

This was previously working without issue in 8.0.7.4 before upgrade to ALM 8.0.7.8.

No issue with liquidity FEs, only IRR.

The issue can be reproduced at will with the following steps:
1. Create new Time Bucket with several start dates for IRR Buckets
2. Run ALM process
3. Check the generated RES_DTL_XXXX results and find missing start date output and GAP FEs
