ACTUAL BEHAVIOR
---------------
TC 20A value is getting posted more than the invoice/obligation value, when the unit cost different in the location level for the component item.
EXPECTED BEHAVIOR

TC 20A value should getting posted more than the invoice/obligation value.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create PO approve PO with expense components.
2. Ship and receive the PO.
3. Create PO level obligation for the created PO.
4. Finalize ALC
5. Capture Tran_data
