Goal
On environment running Oracle Communications Network Charging and Control (NCC) 5.0.3, Simple Network Management Protocol (SNMP) v3 traps sent by smsAlarmRelay have msgUserName field empty.
To be noted that these messages have security level as NoAuthNoPriv (no authentication, no data encryption).
It is expected that msgUserName field is populated, even the security level is NoAuthNoPriv.
