Importing GPG Keys for Voucher Batch Encryption Fails with "ORA-12899: value too large for column" (Doc ID 3009846.1)

Symptoms

On Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C), importing a GNU Privacy Guard (GPG) key "succeeds" with the pop-up confirmation message:

GPG Importation succeeded
0 new GPG Public Keys added to the system

However, no keys are actually imported into the Voucher Management "GPG Public Keys" tab and therefore cannot be used to encrypt voucher batches.

This issue does not impact any specific versions of NCC/3C but rather impacts environments where the installed GPG version is 2.2 or higher.

By following the steps in How to Run a Java Trace on the OCNCC SMS Screens (1387436.1), a Java trace can be captured which will confirm this issue if the following lines can be seen:

java.sql.SQLException: ORA-12899: value too large for column "<OWNER>"."CCS_GPG_KEYS"."GPG_KEY" (actual: 40, maximum: 20)
