WHODrug C3 Loading Stuck With 0% at 'Dictionary terms loading is in progress' Step (Doc ID 3009956.1)

Symptoms

When loading WHODrug C3 Dictionary, it's stuck with 0% in 'Dictionary terms loading in progress' step as shown in below screenshot:

Found below error in Dictionary Loading log:
