On Oracle communications Elastic Charging Engine (ECE) 12.0.0.4.17 version, Cloud Native (CN) Deployment

ACTUAL BEHAVIOR
---------------

Final-Unit-Indicator (FUI) is not getting generated for the customer even when complete data balance of the customer is consumed

EXPECTED BEHAVIOR
-----------------------
FUI should be generated for the customer when complete data balance of the customer is consumed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Create an Account with a base bundle, roaming bundle and a recurring bundle. 
2.Perform one usage and bill debit up to 12MB:
3.With the available balance on customer, consume the complete data balance as per the Granted Service Unit (GSU)
4. Check if FUI is getting generated or not even after complete breach of the data
