Incorrect Time on SCADA Operations After Daylight Savings Time Change (Doc ID 3010250.1)

After daylight saving time change, seeing that the operations are incorrect for the time.   If all times were previously correct, this would indicate that the database session is set so that there isn't a adjustment being made for the timezone.

1 Ran the "select SESSIONTIMEZONE from dual" statement and got -04:00 back.
2. Restarted DBService and still did not see a change
