Supplier Bracket Cost Change - UI Performance Issue When Save System Generated Cost Change

When a user adds new supplier brackets in the Supplier Inventory Management UI, the system will automatically create a 'W'orksheet cost change with a Reason Code = 2 for all the items ranged to the supplier/location involved. If the user then edits that system generated cost change to update 1 or more item/brackets and clicks 'Save' the process just spins for many hours as there is one SQL that is executed for every item/supplier/country/location/bracket (i.e. records in COST_SUSP_SUP_DETAIL_LOC). For the client the cost changes will have 15k - 20k rows in COST_SUSP_SUP_DETAIL_LOC.

Steps To Recreate:
1) Edit a Supplier Inventory Management and setup new Bracket Constraints.
2) Create 4 brackets for a specific warehouse location that has 100s of items from the supplier ranged.
3) Notice the cost change number created automatically - UI will show in a message window.
4) Edit Cost change from Step #3.
5) Change a few items/costs.
6) Click 'Save'.
7) Notice the screen spins and takes hours to complete.
