Agile PLM File Manager Is Not Starting Up Error: WSSERVLET12: JAX-WS context listener initializing (Doc ID 3010910.1)

When attempting to start the Agile PLM File Manager the following error occurs.

WARNING [main] org.apache.catalina.startup.HostConfig.deployDescriptor The path attribute with value [/Filemgr] in deployment descriptor [/u01/app/oracle/agile/agile936/FileManager/conf/Catalina/localhost/Filemgr.xml] has been ignored
WARNING [main] org.apache.catalina.startup.HostConfig.deployDescriptor Deployment of deployment descriptor [/u01/app/oracle/agile/agile936/FileManager/conf/Catalina/localhost/Filemgr.xml] with an external docBase means the directory [/u01/app/oracle/agile/agile936/FileManager/webapps/Filemgr] in the appBase will be ignored

Enable debug logging for this logger for a complete list of JARs that were scanned but no TLDs were found in them. Skipping unneeded JARs during scanning can improve startup time and JSP compilation time.
