Invoice Does Not Complete All Match Strategy In One Run Of Automatch Batch (Doc ID 3011682.1)

On : 16.0.3 version, Document Matching

ACTUAL BEHAVIOR
---------------
Using detail followed by summary match strategy to match the invoices by automatch batch. In this case invoices first match at detail level and then at summary level.
If the invoice and receipt item have discrepancy and batch is unable to match it on detail level. Then the automatch should pick next match strategy that is to match invoices with summary match strategy.
However currently in our system, invoices are not matching at summary match in automatch batch first run.

EXPECTED BEHAVIOR

Invoices should match at summary match in automatch batch first run.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Set the supplier match key = POL (Purchase order - Location)
2. Create order for the same supplier with at-lease 3 items and use quantity as -
  item_1_qty = 10 , item_2_qty = 20 , item_3_qty = 40
3. Receive the order in 2 receipts -
  Rcpt1 - item_1_qty = 10 , item_2_qty = 20 , item_3_qty = 30
  Rcpt2 - item_3_qty = 10
4. Create a invoice as same as Receipt 1 i.e.
  invoice - item_1_qty = 10 , item_2_qty = 20 , item_3_qty = 30
5. Execute the automatch batch -
  Here, Item 1 and 2 will in match status but not the item3. (Check in Im_invoice_detail).
  invoice will be in URMTCH status even if Invoice and receipt 1 are exact match.
6. Execute automatch batch again -
  Now the invoice is in MTCH status. (This invoice will match and post on next day).

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Invoice does not complete all Match Strategy in one run of Automatch Batch.
