Service Lifecycle State Changes Are Incorrect (Doc ID 3012594.1)

Scenario:

User has configured custom service lifecycle states starting from 101 to 106. See below:

Service Status - Lifecycle State
10100 101 (Peactive)
10100 102 (Active - initial state)
10100 103 (Partial Bar)
10102 104 (Full Bar)
10102 105 (Freeze)
10103 106 (Terminated)
When the service is created, it is expected to be in state 102 (Active).
PIN_FLD_INITIAL_STATE is also set to 1 for the state 102 (in the /config/lifecycle_states object).
However, for some scenarios it is observed that when the service is created (via PCM_OP_CUST_MODIFY_CUSTOMER), it is created with state 101 (Preactive).
