Service Lifecycle State Changes Are Incorrect

Goal
Scenario:
- User has configured custom service lifecycle states starting from 101 to 106. See below:
Service Status - Lifecycle State
10100 101 (Peactive)
10100 102 (Active - initial state)
10100 103 (Partial Bar)
10102 104 (Full Bar)
10102 105 (Freeze)
10103 106 (Terminated) - When the service is created, it is expected to be in state 102 (Active).
- PIN_FLD_INITIAL_STATE is also set to 1 for the state 102 (in the /config/lifecycle_states object).
- However, for some scenarios it is observed that when the service is created (via PCM_OP_CUST_MODIFY_CUSTOMER), it is created with state 101 (Preactive).
