NMS Reports Fail With "PublicReportService::generateReport failed: user: [USERNAME] does not have permission to run the report"

Symptoms
On : 2.6.0.1.0 version, Generated Reports
When attempting to print a switch plan, this error appears in the client log:
2024-03-19 19:33:40.726Z [pool-12-thread-1] ERROR BIP: Report creation failed
java.lang.Exception: Client received SOAP Fault from server: PublicReportService::generateReport failed: user: [USERNAME] does not have permission to run the report: /WorkAgenda/Templates.xdo Please see the server log to find more detail regarding exact cause of the failure.
at com.splwg.oms.ejb.session.Session.fetchReport(Session.java:1793) ~[?:?]
On the BI Publisher server, there was an error in the managed server log (domain/[DOMAIN NAME]/servers/bi_server1/logs/bipublisher/bipublisher.log):
ERROR Path printed.

weblogic does not have permission to run the report: /WorkAgenda/Templates.xdo
STEPS

The issue can be reproduced at will with the following steps:
1. In CES_PARAMETERS, for the ATTRIB 'WEB_bipub.reportFolder', for the VALUE field, specify a folder that does not exist.
2. Restart the managed server
3. Login to web workspace as a user with switching.
4. Attempt to print a switch sheet.
5. It will fail with the error
java.lang.Exception: Client received SOAP Fault from server: PublicReportService::generateReport failed: user: [USERNAME] does not have permission to run the report: [FOLDER NAME]/WorkAgenda/Templates.xdo
