Symptoms

When you try to create or edit a Forecast Rates rule, the screen hangs with a spinning hourglass.  The Name, Reporting Currency, Folder, and all other sections of the screen are blank.

 

You expect the Forecast Rates screen to load with default data populated for Reporting Currency and Folder.
