Order Expense Wrong Behavior In Spanish Language

Symptoms
Editing a component with Per Count UOM (not empty) on the order expense screen, inside popup the Per Count UOM is empty and when clicking OK, an error message appears and then recalculates values to ZERO, which is incorrect.
This issue occurs when the language is in Spanish, in English the customer has no error.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Tasks->Ordenes->Gestionar ordenes and open the order in the Edit mode.
2. Then navigate on Detalles, Ubicaciones -> Acciones -> Gastos.
3. See values for the following fields: "UM para recuento", "Valor" and "UC de valor"
4. Click on Editar and open the "Editar gasto" screen.
5. Inside popup the UOM ("UM para recuento") is empty.
6. Click "Aceptar" and see the error message "No existe ninguna unidad de medida".
7. After clicking again "Aceptar" on the error message, see the field "UM para recuento" is NULL and the fields "Valor" and "UC de valor" are recalculated to zero.
