The DEC form is a complex document, it uses multi-level subforms.
The top level form has header and footer, which are repeated on all pages.
The multi-level subforms have repeating / non-repeating headers and/or footers.
Subform has a footer which is set to appear only once at the end of the subform.
In 12.6.4:
The footer is correctly positioned, after the last section of the subform.
In 12.7.1:
The footer is incorrectly positioned, at the first section of the subform.
