C1-BLGEN Is Skipping Some Billable Charge To Generate Bill Segments (Doc ID 3015181.1)

Goal

On RMB v2.8.0.0.0, C1-BLGEN batch is skipping some billable charges.

C1-BILLSEG configured as the 'Create Algorithm' in Bill Segment Type. While running C1-PNDBL and C1-BLGEN batches, the billable charges whose start date is after the batch business date (cut-off date) are getting billed. We expect only the billable charges whose start date is before or equal to batch business date should be picked up for Bill Segment generation.

With the BILLING batch also we could replicate the same issue.
For example, if the batch business date for C1-PNDBL and C1-BLGEN is 01-10-2023, then billable charges with Start Date 16-10-23 is also billed and a bill segment is created for 16-10-2023 to 31-10-2023.
But as per the requirement, it should not be billed for cut-off date 01-10-2023. We expect to bill only with the billable charges with start date before cut-off date/batch business date.

Note:
Till now we used BILLING batch instead of C1-PNDBL and C1-BLGEN with custom 'Create Algorithm'.
With custom algorithm, C1-BLGEN batch skipped some billable charges while generating bill segments. As per the advice from Product Development, we configured base algorithm C1-BILLSEG.
