Symptoms
On : 16.0 version, Maintain Obligations
When attempting to do ALC finalization,
the following error occurs.
Information

Only Orders with approved obligations can be finalized.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an item
2. Create the Order which has ELC
3. Receive the Order
4. create the obligation at po header level one with approved and another with pending
5. finalize the ALC

The issue has the following business impact:
Due to this issue, users cannot able to do the ALC finalization
