ACTUAL BEHAVIOR

MSS should not save the previous circuit-issue with my ID in the following 2 scenarios:
 
Scenario 1
I have opened a circuit and want to do a Save New Issue. The current issue has another user’s ID on it .When I do a Save As New before making any other changes on this circuit, I am expecting next Issue to have my ID, but the current issue should have the previous user’s ID.

However, MSS saves both issues with my ID:


Scenario 2:
I open a circuit and make a change to the CLR/DLR first.Again, it saves the new issue with my user ID, but the previous issue also has my user ID. It should have the previous User ID:

EXPECTED BEHAVOR
The user id which is doing the Save New Issue should be on the latest Issue only and not on the previous one as well ,(if it was worked by someone else)

 
STEPS
1- Opened a circuit and do a Save New Issue.
2-Note the user-IDs on the latest and previous issues
3- Opened a circuit and make changes to the design and do a Save New Issue.
4-Note the user-IDs on the latest and previous issues
