Goal

The (Rated Events Loader)REL process does not reject the file even when it detects that there might be a bulk file that did not load completely or even that does not exist.
Additionally, even when it did not load the balance impacts of the event, it proceeds with the update stage without generating errors.
This is causing balance inconsistencies between the Elastic Charging Engine(ECE) and Billing and Revenue Management(BRM).
