Copy/Paste of an Activity by Multiple Users Results in Only One New Activity Being Created

Symptoms
In P6 Professional, when multiple users are copy/pasting activities at the same time, the subsequent user's pasted activity does not get created.
EXPECTED BEHAVIOR
All users' activities will paste in succession and will be visible upon Refresh Data (F5).
The issue can be reproduced at will with the following steps:
- Multiple users are logged into P6 Pro Desktop Client.
- Two or more users (User A, User B and User C) try to copy /paste activities.
- User A activity pastes properly and is created.
- User B and User C activities are not created.
