Virtual Time Async Between Two Servers (Doc ID 3017762.1)

Goal

There are two servers with all Billing and Revenue Management(BRM) components. (i.e. cm, dm_oracle, eai_js, etc...)
They share same pin.conf in a Network Accounting Server( NAS) server.
Both server related pin.conf (e.g. sys/cm, sys/test, sys/dm_oracle) have modified and point to the selected NAS directories.

Reproduce steps:
Login server 1
Change pin_virtual_time to stop mode

Run testnap and execute pcm_op_get_pin_virtual_time, 

Clock stopped

Login server 2
Run testnap and execute pcm_op_get_pin_virtual_time  

Clock still running

Why clock is still running in server 2?
