Symptoms

Unable to re-open store through RIB message whenever store had close date updated previously.
steps:
 1. Pick any store having store close date populated
2. Send store update message through RIB having store close date as null or empty
3. See that Store Close date does not change to NULL or EMPTY
4.Edit STORE in UI and user can change store close date to Null
