5.6.3 IFBA Load Issues (Doc ID 3018987.1)

While testing version 5.6.3, the IBFA screen has issues with loading a single program. It works every other time with the error being "duplicate" on the database.

1) After using the [Load] button becomes disabled and then only the right click on entry [Load] works.
2) Single Programs will not allow us to overwrite (load) a previous program revision; it gives a duplicate error but still removes the previous program without loading the new one. If you try again after the error it then works.

Steps to Reproduce:

1) Package and deploy a single program
2) Load the package: Will get an error the first time if program already loaded to the soft rater.
3) If no error, package and deploy the same program to the same environment and attempt to load it.
4) After getting an error or loading a program see if the load button on the screen works without using the right click load method.
5) When a load fails it still deletes the program from the soft rater.
