Goal

As per Oracle Elastic Charging Engine (ECE) version 15.0 document, ECE can be configured to use the session connect time instead, which is the time the session actually begins, as the session start time is used for calculating usage charges.

How ECE knows the session connect time. As switch knows when the call is picked by called number. Can this be detailed more?
