Global Scheduled Service "Publish Security" is Failing after Upgrading P6 EPPM (Doc ID 3020084.1)

Symptoms

After upgrading P6 EPPM, the 'Publish Security' global scheduled service runs for an hour and then fails. The following errors are written to the service log:

[3] CORE(SQL): IO Error: Socket read timed out
[3] CORE(SQL): Connection has been recycled. Database: <db_name>, Pool: PML, Id: 156

Job Status: Failed

[3] CORE(SQL): Errors occurred when executing following statement: declare DIRTY_USERS_CONTEXT_NAME varchar2(12) := 'DIRTY_USERS';


The issue can be reproduced at will with the following steps:

  1. In P6 Web navigate to Administration > Scheduled Services and select Global.
  2. Highlight the Publish Security service and click Run Service.
  3. The job will timeout after an hour and fail with the reported error.
