Performance spikes on ECE DB (Doc ID 3020787.1)

One user is facing the performance spikes on Elastic Charging Engine (ECE) DataBase (DB) for both Site1 and Site2 on daily basis. These spikes are noticed after Cloud Native (CN) Go Live and happened on couple of months back.
After CN go-live, the other wait events class on Oracle Enterprise Manager (OEM) monitoring tool also in Active Session History (ASH)/Automatic Workload Repository (AWR) reports.

For example, below 2 wait events are reported:
1) enq: CR - block range reuse ckpt
2) enq: DW - contention

Dead locks are also observed in the alert log during the spikes.
