Symptoms

CPAN notes the following error when attempting to install packages: HTTP::Tiny failed with an internal error: SSL connection failed for cpan.org: SSL connect attempt failed error:1416F086:SSL routines:tls_process_server_certificate:certificate verify failed

Changes

 Customer is using a self-signed SSL certificate and it was not loaded correctly.
