ACTUAL BEHAVIOR

When a transfer with two items is created and the type is EG, the 'from' location is a physical warehouse and the 'to' location is a store
One item is fully received and the other is accepted as zero.

The receipt rib message has two items, one with quantity 0. The rib message stays in the hospital with the error:

Error from {call RMSSUB_RECEIVING.CONSUME(?,?,?,?)}: [E] No virtual warehouses were found in the distribution records for this transfer.

STEPS

The issue can be reproduced at will with the following steps:
1. Create a TSF with type "EG", from location "Physical WH" and to location "store" and approve it.
2. Create ASNOut for all items.
3. Create a receipt in SIM, but don't receive 1 item.
4. ReceiptCre message fails in rib_message with the following message: Error from {call RMSSUB_RECEIVING.CONSUME(?,?,?,?)}: [E] No virtual warehouses were found in the distribution records for this transfer.
  Notice that the item that wasn't received in SIM is on the message with unit_qty = 0.
