ORA-29540, ORA-06512 Login to FDM Administration using 64-bit Solaris & Oracle 9.2.0.6

Symptoms
In OFSA 4.5, when attempting to login to Financial Data Manager (FDM) Administration as the OFSA schema owner after a new installation of OFSA on Solaris 64-bit with Oracle 9.2.0.6 the following error occurs:
ERROR
ORA-29540: class oracle/ofsa/security/GenAuthKey does not
ORA-06512: at "OFSAUSR.OFSA_SECURE_ROLE", line 14
ORA-06512: at "OFSAUSR.OFSA_SECURE_ROLE", line 19
ORA-06512: at "OFSAUSR.OFSA_AUTHENTICATE", line 4
Driver Function: drv_oci::FetchNext()
SQL Statement: select ofsa_authenticate.RequestRole from dual
The OFSA Schema owner is able to successfully log into 16-bit applications with no error messages. Non-schema owner users are NOT able to log into the 16-bit applications. Those users get the error listed above.
After following <Note:141509.1> ORA-29540 Error Upon Login Attempt to OFSA 4.5 After New Upgrade or Install, the following additional error messages are found in at least one of the logs (initjvm.log, admin_jar.log, rtm_jar.log and/or tpol_jar.log):
