After upgrading to 4.23.2.0.0, OHI applications fail to start in WebLogic

GENERAL INFORMATION

OHI Product: Oracle Health Insurance Enterprise Policy Administration
OHI Version: 4.23.2.0.0


After upgrading to version 4.23.2.0.0, OHI applications install successfully but when starting them in WebLogic, they consistently fail. Although the servers tab shows them as running, the deployments tab indicates a failed state. Furthermore, the install.log file for all applications contains three errors, despite reporting a successful installation. We have installed Weblogic 14 and JDK 11.

ERRORS: The state of application is Failed


STEPS TO REPRODUCE:
Step 1 : Install the OHI applications
Step 2 : Deploy them in WebLogic.
Step 3 : Start the application.
Step 4 : Check status of the application in servers and deployments tab.
Step 5 : Access the application using application URL.
