Symptoms

Maker able to release alert in TF after enabling 4 eye validation
Steps to reproduce the issue: Create an alert and access the alert as analyst user and could see the release decision directly even the 4 eye is enabled

Expected Behavior: User should not take release action directly when the 4 eye is enabled

Actual Behavipr: Release action si provided to analyst user under alert decision even though 4 eye is enabled
