REL Take More Time To Process ECE Rated CDR Files After Upgrading To 12PS8

Goal
On Oracle Communications Billing and Revenue Management (BRM) and Elastic Charging Engine (ECE) 12.0.0.8.0 version, Event Management,
After upgrading from 12 Patchset3 to Patchset8, Rated Event Loader (REL) is taking very long time to process and load the ECE Rated Call Detail Records (CDRs) files into BRM Database.
There are no Errors reported on the rel.pinlog during this. but the loading is very slow. User tried restarting REL, cm, dm_oracle processes, but the behavior remains same.
From the AWR report captured, it is identified that the below query is taking more time during CDR processing:
