Event Trapd Aggregator Keeps Restarting (Doc ID 3022913.1)

Symptoms

The trap aggregation service is caught in a startup loop, resulting in the service not able to successfully run and process incoming snmp traps.
The below error message can be seen in the Event Trapd Aggregator log file, which shows that the udp socket cannot be opened as it is already in use.
