Symptoms

On Oracle Communications BRM - Elastic Charging Engine (ECE) version 12.0.0.3.0 and later the Pipeline Manager is used for rating and discounting events in batch and real-time.

There is an issue when the pipeline startup scrip does not start with the following error:
