FTP Process Fails With Error "Invalid conditional assumption defined" When Using Filter on Transfer Rate

Symptoms
On FTP 8.1.2.2, When running Funds Transfer Pricing (FTP) process with conditional assumptions and adjustment rule, it runs successfully.
The Fsi_Process_Errors table shows the following error:
ERROR
"Invalid conditional assumption defined for ID number '' ID_NUMBER, PRODUCT '' PRODUCT_ID and currency <ABC> ISO_CURRENCY_CD"".
The rules which fail have Conditional Assumptions which use Data Filters on TRANSFER_RATE. The requirement to use the filters to filter out accounts that have a TRANSFER_RATE value from the source and calculate interest rates for accounts that do not have an interest rate in the TRANSFER_RATE field on the Instrument table.
Also, for some accounts, a table to table (T2T) is used to map the Transfer_rate value directly from the STG table to the Instrument tables, so there is a need to keep the transfer rate value from STG intact and only run the process for accounts that do not have interest rates from STG.
