Why does MedDRA Dictionary Load Remain Stuck at Cancel Initiated Status Despite Configurimg the Relsyswindowservice.exe.config file?

Symptoms
The MedDRA dictionary load has been initiated via the self service tool - Argus Console>Tools>Dictionary Management>Dictionary Loader
Relsyswindowservice.exe.config has not been configured yet - Typically found in - installation folder\Argus\ArgusWeb\ASP\Argus.NET\bin
As a result, the dictionary files were not extracted.
MedDRA Dictionary load is then cancelled by clicking the Cancel Button.
Now, the service user for dictionary load has been created and the details have been updated in the Relsyswindowservice.exe.config file as well. This is a user created under Argus Console>access management>Users with Service user check box checked. This user needs to be added under the <DatabaseConfiguration> of the Relsyswindowservice.exe.config file.

However, there is no option of re-selecting the MedDRA dictionary in the UI.
Status in the DICTIONARY_LOADER_DETAILS table is 31- Cancel Initiated
