ECE Is Triggering Double Overage Bucket Instead Of Single During Dynamic Topup (Doc ID 3024235.1)

Symptoms

On Oracle Communications Elastic Charging Engine (ECE) 12.0.0.8.6 version, Rating business logic, Cloud Native (CN) Deployment

ACTUAL BEHAVIOR
---------------
ECE is triggering double overage (dynamic top-up) bucket instead of single. This issue is been observed post deployment of ECE Interim Patch 12.0.0.8.6.

EXPECTED BEHAVIOR
-----------------------
It is expected that for the dynamic topup, 1 GB usage bucket shall be granted for the overage bucket.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1: Created an account with -68497323255 granted balance (63.7931 GB).
2. Process an Offline usage of 67645734912 (63 GB) in CDR 1. Check and verify current balance of Initial Entitlement (For example Resource ID 1 (1000201) as
    -851588343(0.7931 GB).
3: Process another Offline Usage 1.7931 GB in CDR 2.
4. Check if it is triggering granted balance of -2147483648 (2GB) on Resource ID 2 (1000202).

Here is is observed that 2 GB bucket is granted and the Customer balance is not in sync and Customer has to pay (2*Overage bucket) since 2 GB buckets are getting granted.
