Files are not Moving From One Cartridges To Another in OCOMC

Symptoms
In Oracle Communications Offline Mediation Controller, upon suspense processing for suspended records, the files are not moving from one cartridge to another automatically. This issue was partially there and intermittent. Previously, the issue was only from Recycle EP cartridge to ECE DC cartridge, but after a while, issue is seen across all cartridges.
Error in log -
