BRM CMT - Override Offering Values Are Not Working Post Migration (Doc ID 3024791.1)

Symptoms

STEPS
-----------------------
1. Prepare input XML to migrate account to Billing and Revenue Management (BRM) using CMT tool
2. Pass the OffOvr to override the purchased_product price values as below

3. Run pin_cmt to load the account to BRM and sync the data to ECE
4. Below is the offering_override_usagemap_buf_119597843.dat file content

Extra line(line number-4) "2 531 14 0 0.00" has been observed in the .dat file
5. Run pin_cycle_fees to check the override price.
6. Due to the extra line, the balance of "-2147483648" was not applied post running pin_cycle_fees and 0 has been loaded to balances instead of '-2147483648.00'
7. If we manually delete the extra line "2 531 14 0 0.00" from the .dat file and override value has been applied.

ACTUAL BEHAVIOR
---------------
BRM CMT - Override Offering values are not working post migration

User has a price override values to be loaded from CMT.
Extra line has been observed in the offering_override_usagemap_buf_XX.dat file due to which the override price values are not getting reflected post migration.

EXPECTED BEHAVIOR
-----------------------
Extra line should not be created.
