SwissRatedEventManagerStreamPlugin Does Not Handle Exception Cases When Extraction Or Streaming Fails

Symptoms
RatedEventManagerStreamPlugin does not handle exception cases when extraction or streaming fails.
The user has configured two Rated Event Formatters (REF). Once is regular with BrmCdrPluginDirectand and another one is with RatedEventManagerStreamPlugin. When the call data record (CDR) is rerated by Elastic Charging Engine (ECE), the event is extracted by both REF. However, RatedEventManagerStreamPlugin fails always for every CDR and events are struck in noSql.
When RatedEventManagerStreamPlugin has exception in streaming the event, the event stays in noSql and it fails repeatedly. There needs to be a proper solution here in handling such exception cases.
