UIM User Lockout Issue After Admin Server logs Error 'Denial of Service Manager's quota limit exceeded' (Doc ID 3026291.1)

Symptoms

This issue is specific to clustered environment where UIM is deployed on Manage Server / Cluster.

Not all but few UIM users [UI / API] reportedly got locked:

<BEA-090078> <User <USERNAME> in security realm <REALM_NAME> has had  5 invalid login attempts, locking account for 30 minutes.>

In the Admin following error is logged, post which user lockout is reported:

weblogic.socket.SocketAlreadyClosedException: Socket closed. Please check if it is due to network issues, or Denial of Service Manager's quota limit exceeded.
