Incorrect tax calculation for event adjustment (Doc ID 3028101.1)

Symptoms

The adjusted tax amount during the event adjustment is incorrect when the original tax was applied as billing time tax.

The bill was generated using PCM_OP_BILL_MAKE_BILL opcode. Billing time tax is calculated using the vertex which gives multiple tax balance impacts as per applicable jurisdiction.

Test case:

1) Create an account with monthly cycle forward product having billing time tax.

2) Generate the bill. 

3) Adjust the event 100%.
