Symptoms
Quantity range is applied even though the account does not have any free resources.
This issue can be reproduced consistently.
STEPS
---------------
1. Create two accounts that are connected within a CUG (Closed User Group).
2. The accounts were granted 180,000 seconds of A_Choice Free Seconds.
These resources can be used for calls within the group.
3. Create one call with a duration of 180,060 seconds.
ACTUAL BEHAVIOR
---------------
Another resource, B_Choice Free Seconds, was incorrectly added.
EXPECTED BEHAVIOR
-----------------------
The 180,060 seconds call will use up all the free resources and should also incur charges for the excess usage.
