Service Alert is Not Sending Emails for Crew Actions Related to Planned Outages

Symptoms
On : 2.6.0.1.0 version, Service Alert
Service alerts are not being generated for crew actions related to planned outages.
EXPECTED BEHAVIOR ----------------------- An email notification should be sent mentioning the crew operations performed on the event.
STEPS ----------------------- The issue can be reproduced with the following steps: Opened service alert as admin. Created a contact with my email and group with that contact. Created a new parameter in parameters tab. With following checked - planned - crew actions - started - scheduled - and OPAL for the control zone
Execute a planned sheet that creates the outage with a crew enroute or onsite No alert is getting generated.
