Incorrect Budget Amount Calculated When Budget and Service Agreement Start Date Are the Same (Doc ID 3035392.1)

Symptoms

When a budget is started with the same date as the SA Start Date the suggested Budget Amount is being returned as half of the actual amount.
However, when the budget is started 1 day after SA Start Date, the suggested Budget Amount is returned correctly.
