Student Financial Aid - Error: "No compatible priority period found for YYYY-MM-DD" after Sending in Student Initiation and First SAFI

Symptoms
The following error occurs with student ID XXXXXXX after sending the Student Initiation and first SAFI to SFP. After loading the SDI and SAFI, in Packaging, the student will display the message "The student's package is currently blocked".
The option appears to 'Resolve Blocked Calc' and when selected will produce the following error.

Package Calculation failed for external student ID 'XXXXXXX'
SAFI version 1
'No compatible priority period found for yyyy-mm-dd'
Once the issue has been resolved, if the student is not automatically repackaged, please manually repackage the student.
This will cause all of the following triggers to create a new package in the order they were received.
